City Hall's program of allegorical sculpture is one of its most striking characteristics. Alexander Milne Calder, working closely with John McArthur, the architect, created a program of symbolic values, and associations superior to any other nineteenth century American building. The sculpture is so well integrated into the architecture, that few people, passing it daily, are even aware it exists.
